Yes. We have THREE NC Medical Cannabis bills on the table in Raleigh! This is exciting in and of itself because it is historical! NC has never had this before! NC has never had a companion medical cannabis bill in the Senate before. NC has never had TWO companion bills in the Senate before. And now, we do... that's the good news.

The bad news is that all three of these bills will be dead as of April 27th, unless... a bill gets scheduled ASAP within the Rules committees they all sit in. A bill must get through the first committee before the 27th, or it will be dead.

I saw a question elsewhere in this forum asking who was roaming the halls of the LOB and LB... that would be NC Women for Cannabis doing that. Rebecca Forbes and Tammy Sam Tiffany are there almost on a daily basis. Dr. Milton Byrd and I, Dana Hall, have been joining them there whenever we can.

The General Assembly will be going on Spring break from April 12th - April 18th. (I know. I know.) When they return, they will be kicking into "high gear".

What can be done with only a matter of days on the General Assembly working calendar left? See below the bill info...

NC Medical Cannabis Bill Info
  1. HB 185: Legalize Medical Marijuana was filed 2-22-17. Assigned to the Com On Rules, Calendar, and Operations of the House on 2-27-17, where it still sits, unscheduled. 15 Democrat sponsors. ncleg.net/gascripts/BillLookUp/BillLookU...+185&submitButton=Go
  2. SB 579: The Catherine A. Zanga Medical Marijuana Bill was filed 3-30-17. Assigned to Com On Rules and Operations of the Senate on 4-3-17 where it sits, unscheduled. 2 Democrat sponsors. ncleg.net/gascripts/BillLookUp/BillLookU...+579&submitButton=Go See the following link for personal story on Catherine A. Zanga: www.charlotteobserver.com/news/politics-...rticle142463764.html
  3. SB 648: Legalize Medical Marijuana filed 4/4/17. Assigned to the Com On Rules and Operations of the Senate on 4-5-17 where it sits, unscheduled. 4 Democrat sponsors. ncleg.net/gascripts/BillLookUp/BillLookU...+648&submitButton=Go

Yesterday, 4/11/17, Rebecca Forbes stumbled upon a previously unknown ally at the Legislature! Citizens Against Opioids were there lobbying for our NC medical cannabis bills!

The following Guest Column was written by a member of that group...
*************************************************************
Why North Carolina Needs Medical Marijuana
BY RIANAH ALEXANDER
I am a member of a group called Citizens Against Opioids. We support the passage of legislation that will allow doctors to prescribe medical marijuana for patients suffering from chronic pain or battling a terminal disease.

Think about a time you hit your funny bone, it was probably never actually funny as you endured those seconds of excruciating pain all throughout your elbow and upper arm. Now imagine having that sensation all over your body; that’s the feeling people with widespread chronic pain live with every day of their life.

Chronic pain is defined as persistent pain that can last years. Current treatment for chronic pain includes the rampant use of prescription opioids. Many patients who are prescribed opioids experience harmful and unintentional side effects such as addiction, abuse and overdose. However, doctors continue to prescribe these unsafe drugs because they don’t feel like there’s is another option to combat the pain, but there is.

Medical marijuana works similarly to opioids but has less dangerous side effects. Laws legalizing or decriminalizing the use of cannabis for medical purposes have been passed in 28 states and the District of Columbia. North Dakota, a conservative state, is one of the most recent states to adopt the use of medical marijuana.

North Carolina’s pro medical cannabis group, Citizens Against Opioids, advocates for the passage of House Bill 185 and Senate Bill 579. The Senate bill is called “The Catherine A. Zanga Medical Marijuana Bill” named after a resident of Charlotte who passed away in 2014 from ovarian cancer. Both bills would make legal the use of medical marijuana in the state of North Carolina to treat illnesses that contribute to chronic pain such as cancer.

This is not a push to make recreational use legal, but instead an attempt to give doctors a better option than prescribing opioids to manage pain. Medical marijuana provides a safer, less addictive alternative to dangerous prescription drugs. My group and I feel North Carolina residents should be given the right to a better alternative than prescription opioids.

Treatment using cannabis can also provide the patient with a better quality of life beyond relieving the pain. Often times use of pain relievers such as Hydrocodone, Vicodin, and Oxycodone will numb the pain, but leave the patient also numb to all other aspects of life. Marijuana has been proven to be safer and provide equal or even better pain relief compared to opioids, further justifying the legalization of medical cannabis.

Families witnessing their loved ones suffer agonizing pain can have a solution beyond strong harmful drugs that steal the minds and sometimes lives of their users. We hope North Carolina becomes the 29th state to give doctors the ability to prescribe medical marijuana. We are Citizens Against Opioids.
