Section (f) Nothing in this article shall be construed as a waiver of sovereign immunity by the state.
This statement opens the door to considerable debate as to the true reason behind its inclusion. Alone, this statement can not be included in any bill that the NCCPN officially supports. If it must be included, reluctantly the NCCPN would support the following edit to that section.
“Participation in any program outlined in this Article is not indicative of acceptance of a contractual relationship where the participant waives his defined and/or unalienable rights as stated in the constitution of the United States and the Bill of Rights. “
